We were NS and the bidding went

SouthWestNorthEast
---2
Pass2Pass4
Pass6

The 2 bid was the dreaded multi showing a weak 2 in a major or 21-22 points balanced. 2 was Pass or Correct and East decided he didn't want to miss out on game so he bid 4. West pondered this for some time and decided that partner must have the big hand so he bid 6. This was not a success as three aces were missing.

What opening bid should East have made?

In my opinion the hand is too weak for a one level opening but far too strong for a weak two. I believe the correct opening bid is 4.
